It's actually because I love him explaining it and translating it literally as "turn on" or liberally as "cute" just doesn't get the point across but-][Voice]
Seek out good facial expressions, better body movement, keen sense of style - or possibly lack therefore of - in order to determine it. Seek out the type of girl you know a molester on a train would go for; the type that invites the protection of other men and while she might invite the envy of other girls they cannot stay mad at them for long due to a strong sense of overwhelming innocence.
Moe is all these things and more, and being an accomplished leader is five parts charisma, three parts power, and then importantly two parts controlling your moe levels. Too much and you can't get your group taken seriously and too little and there's no sex appeal. I mean sure there's other types like say a gal or bombshell or something, but none of those maintain the innocence which implies that the turn on isn't forces. Bearing that in mind, moe is essential for group dynamics.
